I've got a rather early Pi2 v1.1 (so, armv7) that is getting
stuck in a netboot loop. Is there a keystroke sequence on the
serial console that will break out of the loop, or at least
force a reset?

I think that's just a debug log, not a console, BICBW... https://github.com/raspberrypi/firmware/wiki/USB-MSD-and-network-boot-debugging
