Montana man sentenced to six months in prison for illegally creating hybrid sheep

So they don't actually mention what law the guy actually broke. I assume his initial actions to get the foreign breed maybe are smuggling? But I am not sure why he is not allowed to breed one species of sheep with another and why the animals apparently must be destroyed.
