(1) Claim a pending government shutdown will be catastrophic to the country
(2) Blame this pending catastrophe on the Republicans
(3) When it becomes obvious that there is going to be a vote that will
prevent the catastrophe you've predicted (and that maybe your political
future actually relies on), do something illegal and pull a fire alarm in
an attempt to delay the vote.

I guess this fire alarm thing is probably up to however the fire department handles it. Kids do it in schools, so maybe it's not that big of a deal. (My kids know better though!)
