She didn't need to be in charge.
If she knew about the mishandled ballots at the time, she committed a crime
not reporting it.

Making more assumptions: If she came in late and found out, then she probably made her management aware of it first and only when they did nothing did she come forward.

I agree with this for sure. Someone should be held accountable, especially after recent elections where many claimed that votes were
not lost or misplaced.
On a national level, those numbers wouldn't make much of a difference,
but it sounded like they might have in one of their local races. Votes
in those races should be treated with the same respect and care as in
any others.
