With two spare "unassigned"
ports, that seemed strange to the tech. He was simply told
that they weren't available to use.
I am sure the rules vary wildly between providers and
locations but, assuming this is a PON based service, it's
possible that they would have a rule to leave one port
free on each splitter [...]
Some providers will also leave a reflector on one port of
each splitter[...]
I'd have thought the installer would know about either of
these cases, though, so my best guess would be admin error
