    ircd: add opt-in per-BBS FileServ with DCC and native access checks

    Load FileServ through the embedded services manager, disabled by default. Support wildcard library and directory filters, explicit public exports,
    native BBS access and download checks, and private or channel commands.
    Require authentication to the serving BBS for protected files; linked
    nickname accounts alone do not grant file access.

    Provide NOTICE replies, DCC SEND/CHAT with optional or required TLS,
    resume, bounded queues, cancellation, and native download accounting.
    Run catalog scans and blocking DCC operations in supervised POSIX workers
    with authenticated control channels and authorization leases so IRC stays responsive. Handle FileServ nickname collisions and channel timestamp
    claims without disrupting legacy links.

    Document configuration, commands, and existing API limitations. Track per-request ARS client context in work item 1310: https://gitlab.synchro.net/main/sbbs/-/work_items/1310

    Validate native DCC/TLS transfers, access checks, accounting, queues, cancellation, shutdown, and services authentication through v1.3 and v2.0 relays. All 40 workers in the final FileServ network run exited normally; services, state, TLS, STATS, and related regression suites passed.

    ircd: browse FileServ libraries and directories by short name

    Use native library and directory short names instead of internal code prefixes in FileServ listings and virtual paths. Deduplicate libraries by name so libraries sharing empty prefixes remain visible, and reject ambiguous directory names.

    Provide root, library and directory levels in DCC chat. Support CD into libraries and directories, parent and root navigation, PWD, and listings relative to the current location. Preserve full internal directory codes as aliases and retain existing export-filter and native access-check semantics.

    Update help and documentation. Validate 38 unit checks, four native BBS cases, hierarchical DCC browsing and transfers, and services access through a v1.3 relay with clean native worker and server exits.
