    Add the first TITH standard document.

    This is TTS-5000.txt, which describes the TITH nodelist format.
    The contents are heavily drawn from FTS-5000.

    This will not be submitted unless/until it's actually in use, but
    it does describe the format used by TITHmailer for its nodelist.
