Huh, strange. I'm using Mystic's built-in echomail capabilities, not sure this is something I /can/ fix, but I'll look into it and see if I can figure out what's going on.
Others using Mystic produce a correct TZUTC kludge, so it should be possible.
Does it impact anything negatively or is it mostly cosmetic?
A bit in between I would say. It doesn't impede the flow of messages through the net. But when someone tries to sort their message base in true chronological order messages could end up in the wrong order. Or when someone wants to know when a message is truely written compared to his own perception of time, he can't know. So that is cosmetic, but still a bit annoying... ;-)
