IMHO, during shutdowns, Congress should not be paid at all... not just during, but no back-pay once the Government is back up and running.

top politicians [congress and senate] should face a penalty of
no-pay since it is them who are responsible for announcing a
shutdown. It is not fair to suspend pay for people who have no
