Greetings Delta ARRL Members and Amateurs!

It is with great pleasure to announce our first ARRL State Convention in
    15 months in Delta Division:

The Knoxville Hamfest and Electronics Convention, ARRL Tennessee State Convention is this Saturday 06/19/2021!

We note further from Lou WB3JKQ and the RACK website:

RACK board approved plan to proceed with the Hamfest set for June 19,
2021 and we have approval for ARRL TN State Convention. However, COVID
rules may prevent having a normal indoor convention. We may have to
limit number of inside tables so make your reservations early. If you
are a dealer willing to setup outside, please let me know and your space requirements. We could have a shared generator to provide power for
several dealers parked near RACK Van.

You would have to provide your own tables/tents for the outdoors with a
reduced rate for spaces. Outdoor setup would be on Saturday only. Tents
must be supported without stakes because of asphalt surface.

At this time can only have a few single inside tables. COVID rules
will not allow having a large cluster of tables shared by multiple
    non-family groups.

At this time, we do not know if VE Testing will be possible. Please let
us know if you would like to have testing. Number of applicants may be
limited because of room size. We have decided to have VE testing using
back low ceiling room that was used of clubs. Testing registration at
    12:30

Free club tables will not be offered unless capacity limit restrictions
are removed. We are interested in Expo tables for family groups that
want to display items not for sale. Examples would be homebrew
equipment. We plan to offer 6 club tables staged in the west end and
will send out specific invites soon.

We hope you will enjoy our food and drink concessions by
JustSayQueso.com food truck. A custom developed menu for our Hamfest
will be posted in a few weeks. RACK receives a percentage on the
    sales.

We do not have any arrangements with local motels or hotels. The two
closest in downtown Knoxville are Hampton Inn and Executive Inn.
Hampton is brand new and shows price of $111/night. It you want luxury
then consider Holliday Inn, Hilton, or Marriott and Embassy Suites. For
more reasonable prices consider Merchants and I-75 area - Quality Inn,
Main Stay and Super 8 priced $65 to $90 and about 5 miles north from the Hamfest.

As of 5-27 we have been offered a Hamfest rate (10% off) the Hampton Inn
    as follows

    Sean,

As a side note, the Queen Wilhelmena Hamfest is the oldest hamfest
    west of the Mississippi River.

When I can travel, I'd like to hit up a few hamfests in Delta Division.

There aren't many in Arkansas anymore. Normally, these were the hamfests:

    1) Hoxie (Walnut Ridge) - third or fourth Saturday in February. That was postponed in 2021, but I still haven't seen whether they'll hold one this
    year, or wait until 2022.

    2) Russellville - first Saturday in March. Canceled in 2021 - hoping to do
one in 2022. The 2020 hamfest was held right before the COVID-19 lockdowns
    were implemented.

    3) Fort Smith - first Saturday in April. Canceled in 2020 and 2021 - no word if they will try to do one in 2022.

    4) Mena - the Friday and Saturday after Labor Day. Right now, on for 2021.

    5) Little Rock - third Saturday in September. Ended in 2016, because of bickering between the clubs, and that no one wanted to be workers. I had
done hamfest talk-in in the past, and had headed up VE Testing the last
several years of it. I seriously doubt Little Rock will ever hold another hamfest.

I understand that Shreveport, Louisiana had their hamfest earlier this
month, but with health (now a cardiac patient) and financial issues, I
couldn't make the trip. I'm really leery of traveling outside of central Arkansas anymore.

I can understand that. There's one local hamfest in Greeneville then there's one in Knoxville, Chattanooga, Morristown, and Sevierville. I'm sure there's hamfests in Memphis and Nashville but they're too far for me. I have been to the Shelby (NC) also in 2019. The Sevierville and Morristown hamfests aren't too bad but Shelby can get -hot-.

I don't bother going since I've no money and, right now, no way to get there.

    Greetings Delta Members!

Hurricane Ida pushed ashore on the 16th anniversary of Hurricane Katrina.
This was the most powerful storm to hit the LA and MS coasts in decades
causing some serious destruction in her wake. I want to commend those of
you who spent tireless hours the past days helping the response and
recovery operations that are still ongoing. Amateur radio came through
as the communications bulwark again as most commercial and public service systems failed or temporarily went dark. Several of you in LA and MS have
spent days bringing the messages through and providing that lifesaving electronic link to the world. Hams save lives! Yes, we do and to those of
you in ARES/RACES or any of our served agency and NGO partners who have
worked those hours and are still providing our valuable services, we thank
you again. We will have a more detailed story coming out via these emails,
the ARRL ARES Letter, QST and possibly CQ.

NOTICE: OUR RAIN CONTINGENCY PLAN IS NOW IN EFFECT.

Though Saturday, October 16th is expected to be good weather for our
hamfest, Friday night has a higher chance of rain than we find to be
acceptable since our event was to be on grass.

To eliminate problems with wet grass and mud, we are exercising our Rain Contingency Plan and relocating our event to the parking lot just across
the street from the Greenspace. This parking lot location provides
level parking, nearby restrooms, and easy access. The new location is

The Lawrence County Amateur Radio Club in Walnut Ridge, Arkansas, has announced on their website (www.w5wra.org) the date of Winterfest 2022.

Typically the first hamfest in Arkansas each year, the 2021 event was canceled due to COVID-19. However, as of now, they're planning to hold
the 2022 Winterfest the second weekend of February.

Setup will be after 3pm on Friday, February 11, and the doors will
open at 8am on Saturday, February 12. All tables will be $10 each. The
event will be at the Hoxie Convention Center, where it has been the last several years. There will also likely be an ARRL Forum and VE Testing,
as both of these have been done in years past. Details on those will be
    posted as soon as possible.

Area, at its junction with Interstate 40 at Exit 155...2 miles east of
the junction of Interstate 30 and Interstate 40 at Exit 153. Look for
the Hoxie exit...it's around a 90 minute to 2 hour drive from central
Arkansas. There are plans to build a 40 mile segment in northeastern
Arkansas and southeastern Missouri...eventually linking to, and then
becoming Interstate 57, which currently runs through portions of
Illinois and Missouri. How long that will take to complete is anyone's guess...but US 67 is "interstate grade" all the way to Highway 412 in
northeast Arkansas. This highway runs east to west across northern
Arkansas, and further west, it also goes through the communities of
    Harrison and Eureka Springs.

For reservations, or more information on the Lawrence County Winterfest,
call or contact Dale, K5ZXH, at (870) 759-2067, or via email to
stratton_dale at yahoo.com -- from their website, it appears that
talk-in will be on the 147.045 repeater, which is also available
on Echolink on node 593943 with the callsign W5WRA. The repeater
itself is located in Imboden, Arkansas.

Note that this is the same weekend as Orlando Hamcation in Florida.
So, for those in the MidSouth wanting a hamfest, but not the expense
and distance of Orlando Hamcation, the Hoxie hamfest is a nice compact
    hamfest to go to.

Also, I understand from Rick, KA2BSM, that the MidSouth Amateur
Radio Association (MARA) is planning to hold its 2022 Freefest on
Saturday, April 9, 2022, in Bartlett, Tennessee.

Like with the Lawrence County Winterfest, the 2021 Freefest was
canceled due to COVID-19 issues. For more information on Freefest,
send an email to Art Barnett at memphis.freefest at gmail dot com

Bartlett is located on the east side of Memphis, Tennessee, off
of Interstate 40. It's about a 2 1/2 hour drive from central Arkansas.

From their website, here are directions to Freefest:

Bartlett Station Municipal Center (behind the library)
    5868 Stage Road, Bartlett, TN
North side of Stage Road just west of Bartlett Boulevard

Talk-in on the 147.03 repeater, +600 KHz offset, PL Tone 107.2

    From Arkansas:
I-40 east to Covington Pike, Exit 10 - turn left on Covington Pike -
turn left on highway 64 (Stage Road) - cross RR Tracks - FreeFest
    on left

    From Mississippi:
I-240 North - 40 East - first exit Sycamore View Rd - left on
Sycamore View Road (becomes Bartlett Boulevard) - left on highway
64 (Stage Road) - FreeFest on right just before RR track

    From Millington, Tennessee:
    51 South - 40 east - Covington Pike Exit 10 - left on Covington Pike -
right on 64 Stage Road - Cross RR Tracks - FreeFest on left

    From highway 385:
Highway 385 - Highway 14 Austin Peay Highway South - 64 Stage Road
exit - left on 64 Stage Road - Cross RR Tracks - FreeFest on left

    From East of Memphis, Tennessee:
I-40 west to Sycamore View Road exit - Stay right onto Sycamore View
Road which becomes Bartlett Boulevard - left onto highway 64
(Stage Road) - FreeFest on right just before RR tracks

    From highway 64:
Exit highway 64 East - cross Bartlett Boulevard - FreeFest on right
    just before RR tracks

Note that the tracks are an active line with CSX transportation,
so at times, you may have to wait for a freight train to clear the
    railroad crossing.

Lastly, for road conditions and construction information, visit the
website of IDriveArkansas at https://www.idrivearkansas.com -- you
can click on adjacent states (Tennessee, Mississippi, Louisiana, Texas, Oklahoma, and Missouri) for related websites.

The IDrive Arkansas website indicates the following items:

    Traffic Patterns:

Normal, Slow, Very Slow, and Stopped. In the case of the latter two,
you may wish to consider an alternate route. Exit Numbers and Mile
Markers are available. Traffic Cameras are available at selected
    locations.

    Construction Zones:

It's said that "the two seasons on the road are winter, and road construction". This option shows construction zones, gives details,
along with current and future lane closures.

In Arkansas, traffic fines DOUBLE in WORK ZONES when workers are present...and if you are stopped by law enforcement. Personally, I
feel it should be much more than that, along with impoundment of
one's vehicle, and revocation of one's drivers license.

On some maps, available detour options are shown.

    Highway Closures:

If the highway is closed for construction or flooding...or if there
is an incident (i.e. a vehicle wreck/accident), it will be so noted.

    Weather:

This option notes weather radar, warnings, and current conditions.
Obviously if there are visibility restrictions (fog, smoke, blowing
dust, haze), precipitation (rain, snow, or ice), or severe weather
(tornadoes, large hail, damaging winds, flooding), you will need to
consider either alternate routes, detours, or even postponing your
    trip until the weather clears.

For more details on weather warnings for Arkansas, you can go to https://www.weather.gov/lzk -- the website for the National Weather
Service in Little Rock, Arkansas. You can click on the arrows for
adjacent weather sites...including those located in Memphis, Tennessee... Jackson, Mississippi...Shreveport, Louisiana...Fort Worth, Texas...
Oklahoma City and Tulsa, Oklahoma...Springfield, Missouri...and Paducah, Kentucky.

With visibility restrictions, you'll need to slow down, use low beam headlights, leave plenty of room between you and the vehicle in front
of you, and allow extra time to reach your destination. Deadly chain
reaction accidents in areas of fog, smoke, blowing dust, etc. have
occurred, because people were driving too fast for conditions...and
many are injured or killed as a result.

With wet, or snowy/icy roads, it takes a far greater distance to stop
safely than on dry pavement. You can easily lose control of your motor
vehicle, and become involved in a huge traffic accident...and may be
    seriously injured if not killed.

As a side note, the speed limits are NOT suggestions. Many feel that
it's with "the flow of traffic", even if they are driving above the
speed limit. On many multi-lane roads and interstates, the left lane
should be used for passing...slower traffic (doing the speed limit)
should stay in the right lane instead.

For more hamfest information, go to www.arrl.org -- click on the
Hamfests And Conventions link, enter the desired criteria, and click
    SEARCH.

As a side note, I have NOT heard ANY information on hamfests either
in Russellville (normally the first Saturday in March), or Fort Smith
(normally the first Saturday in April). The Russellville Hamfest
website is at www.arvarf.com -- and the Fort Smth Hamfest website
    is at hangingjudgehamfest.com

As of Nov. 25, 2021, there is NO MENTION of a hamfest on the
Russellville website, and there is still data from the 2020 hamfest
on the Fort Smith website. Both of these hamfests in 2021 were
    canceled due to COVID-19 issues.

However, Mena is planning to do their 2022 Hamfest on Sept. 9-10,
2022 -- it's always the weekend after Labor Day, and it's the oldest
hamfest west of the Mississippi River. Their website is located at www.menahamfest.net

    Also, the K5BOC Memorial Hamfest is set for Oct. 8, 2022 -- it's a
small hamfest on Petit Jean Mountain. Their website is located at
    www.k5boc.net

At this time, I'm not sure which of these I'll be able to attend.
Health and financial issues, not to mention long drives or rides,
are very hard on me physically.

The Russellville, Arkansas Hamfest, scheduled for March 5th, 2022, has been CANCELED.

Just a few minutes ago, I posted the official statement on Facebook.

With the uncertainty of COVID-19, there were not any other alternatives.

I am very sorry and disappointed for myself and many other fellow Amateur
Radio Operators in the area. Many other Conventions and Events are also rethinking their 2022 schedules. The International DX Convention that's in California, just canceled. I suspect that there will be more.

The club is going to try and have an outdoor or open air event in the fall,
if at all possible. Possibly a Tailgate or Swap Meet of some sort.

    ***

As a side note, the current number of Covid-19 cases in Arkansas (most
are with the Omicron variant...with some of the Delta variant, and some
with both) are increasing on an average of 10,000 per day. Back on the
12th of January, there were over 11,000 new cases.

As of now, the Lawrence County Winterfest at Hoxie is still set for
Saturday, February 12...the same weekend as Orlando Hamcation. However,
with the rise of Covid-19 cases, it wouldn't surprise me if many of
these events are also canceled. Please call before you travel, to be
sure you aren't going to waste a trip.

    Greetings Delta Members and Amateurs

It has been a busy two weeks thus far for K5UZ. Last week was the ARRL
Board of Directors meeting and I have been working on related matters of
the ARRL Board and the ARRL Foundation. Progress was made on several
fronts as we continue to see the changes at HQ with respect to improving
member benefits and services. I will provide a full account of what
transpired as the final details of our work is completed. At any
measure, it is good to be back in the Division.

Steve Goodgame, K5ATA. Steve is from Abbeville, MS and is currently
working both at HQ and telecommuting. Steve has a proven track record
with schools and education involving amateur radio and will be giving us
a good look at the direction ARRL is going with lifelong learning and education. Let's turn out at the convention/hamfest forum and support
    Steve and his efforts.

    Greetings Delta Division Members,

This weekend the eyeball events are in Hoxie, AR and of course the ARRL National Convention in Orlando. I will be in Orlando as the newly
elected ARRL Foundation President (not to be confused with Rick, K5UR,
ARRL President) and for the first time in quite a while unable to attend Winter-Fest in Hoxie. Section Staff will be handling the Forum and ARRL
    table.

Some of you have inquired as to the ARRL Membership application or
renewals through the ARRL affiliated club. There is a specific form the
club uses to report and apply in order to get the rebate or commission
as we like to call it. Via the ARRL Club Commission Reconciliation Form,
clubs can retain $15.00 per NEW ARRL member and $2.00 on renewals. The
form can be downloaded from the ARRL website as a pdf at

ARRL Foundation /ARDC Club Grants Program:

As a reminder we are offering this program to clubs:

The ARRL has long recognized that it is in the best interests of Amateur
Radio to encourage and support amateur radio clubs. Clubs historically
have recruited, licensed and trained new radio amateurs and have
provided the community setting for radio amateurs to continue their
education and training. The ARRL Foundation Club Grant Program, funded
by a grant from Amateur Radio Digital Communications (ARDC), will make
$500,000 available to clubs, enabling them to more easily provide and
expand these important services. The program will provide up to $25,000
for worthy club projects, while requests for more than that will be
    referred back to ARDC.

ARRL Club Grant Program at a glance:

! Clubs do not need to be ARRL-affiliated clubs to submit proposals

! Looking to fund projects that create significant impact beyond the
applying club: transformative impact on Amateur Radio; create public
awareness and support for Amateur Radio; educational and training
    impact

! Examples of projects include, but are not limited to: get on the air projects; ham training and skills development through mentoring; STEM
and STEAM learning through Amateur Radio; station resources for use by
the ham community; emergency communications and public service projects
that emphasize training; club revitalization projects

! Grant funds may not be used for commercial or for-profit projects

I encourage any club to apply!

As announced in the January 2023 issue of QST (see announcement link
above), ARRL is celebrating a year-long operating event honoring all
ARRL volunteers: Volunteers On the Air.

In similar fashion to the 2014 ARRL Centennial Celebration, and the 2018 International Grid Chase, this event will be exclusively driven only by
QSOs uploaded to Logbook of The World (LoTW).

    Highlights of the event include:

    - Earning Points for contacting W1AW Portable Stations: There will be
week-long activations of portable W1AW/# stations in all 50 states, and
in several US Possessions/Territories, that will generate on-air
activity to earn points. Each state will be activated twice. The
schedule of when which states will be activated as posted in the
dashboard above will be updated as changes/additions occur. See the
POINTS TABLE for the full list of points.

    - Contacting ARRL Volunteers or Members on the air: ARRL Officers,
Directors, Section Managers (and their appointees), Staff, and even
Members domestically (and DX) can be contacted for points. See the
POINTS TABLE for the full list of points.

    Using Logbook of the World
    (LoTW - see http://www.arrl.org/logbook-of-the-world)

as the QSOs data source, the 2023 Volunteers On The Air event features
W1AW activations from all 50 states (twice) and several territories
during 2023. Weeks will begin on a Wednesday and end on a Tuesday.

Some weeks will be shown as off weeks to avoid other major operating
    events.

Participants will work W1AW portable stations and ARRL volunteers
(see links in dashboard at top of this page) to earn QSO points.

Participants do not need to upload to, or participate in LoTW.

Uploads to LoTW by W1AW portable stations and by the volunteers will
    feed the points scoring system.

A Leaderboard will be activated after the event ramps up, and
Certificates will be availble during and after the event concludes.
Once the year is completed, a final summary will be released.

    Greetings Delta Members,

It has been a rough past several days, with the Mississippi tornado last Friday, and today in Little Rock, AR. I personally watched the tornado
today pass within two miles of my office, as it plowed through the city
    in which I work.

There is much damage, and our thoughts and prayers and efforts are with
the victims both in MS and AR. Throughout this, our amateur radio operator storm spotters in Skywarn and ARES were working and reporting vital
information back to NWS. Hams save lives. Now the storms have passed, we
are going into the Search And Rescue phase and into recovery right away.
Get involved and get radio active. Thank you.

This weekend's events are the April Fool's Hamfest in Corinth, MS.
Also, this weekend is the Mississippi QSO Party, and to add to MS
operating activity, W1AW/5 is active this week for the ARRL Volunteers
on the Air - VOTA. Get on and work, or drop by Corinth if you are so
inclined, and have an eyeball QSO with old friends.

Greeting Delta Div. Members and Amateurs,

We are in clean up and recovery mode from last week's deadly tornados
in the Little Rock area and Wynne, AR. I know several areas have faced
similar devastation and tragedy in various cities, towns and communities
across the Delta Division the past few weeks. We want to thank all of
our hard-working volunteers that have assisted our served agencies
during the past days and weeks in AR, LA, MS, and TN. Whether working
with Skywarn, SATERN, Red Cross or ARES/RACES in an AUXCOM function, you
make a difference. Hams save lives. Thank you!
