    The user's can read the message using the L command but if they try and use r to read it does not work. Should the R and the l command work the same way?

    Ideally, yes.

    It was my impression that if a message was flagged moderated they should be able to read it but they can by using list the messages and press enter. Is this a possible bug?

    Yes.

    It should be fixed now (in the latest msglist.js) - give it a try.
