Can the new version 3.19a, now that it has its version number, be considered a
stable release?
I've looked at the "Releases" page of git.synchro.net (https://gitlab.synchro.net/main/sbbs/-/releases), but there the latest release
is 3.18b.

No. It the current version under development. When released, v3.19 will have a differet revision letter (not 'a') and there will be corresponding announcements and archives created and made available for download.
