it would be great to have some solar panels on the top of the house and not pay electric.
I used to work with someone who did that. During sunny months, they would
have a negative balance on their bill (provided it was not too hot).
Because not all months are sunny, they had to pay other months but not
every month like most of us do.
They saved power in other ways, too, though. Your average consumer is
probably not going to be willing to give things up and, if they force us
all to hybrid or full-electric cars, that is going to drain even more
energy from the grid. Solar is great for individual households who are
energy conscious but I don't see it (or wind) being a scalable solution for these reasons.
